The Port Authority of Ceuta has initiated a process of renewal and expansion of its workforce by announcing eight job positions that encompass different levels and functions within the port organization. The regulatory bases for the selective processes, approved by resolutions from the Presidency dated at the beginning of March, were published this Tuesday in the Official Bulletin of the City of Ceuta (BOCCE) and include the coverage of four positions of Port Police, two of Head of Service of Port Police, one of Support Service Manager, and one of General Secretary Manager.

The central focus of the call is the selection of four Port Police agents, categorized in Group GIII, Band BII, and Level N7, whose incorporation will be carried out through a free competition selection system. The main mission of these agents will be the control and surveillance of the service area of the port, as well as the supervision of maritime and land operations related to port traffic. Their functions include controlling access to facilities, protecting employees, passengers, and merchandise in coordination with the State Security Forces and Corps, supervising road safety within the premises, overseeing maritime-land services, and handling specific machinery assigned to them.

To access these positions, the minimum requirement is the title of Compulsory Secondary Education or equivalent, in addition to a Class B driving license. The selection process is structured into three elimination phases. The first consists of physical aptitude tests including a 1,000-meter run, a 50-meter flat speed test, and a 50-meter swimming test, for which it is mandatory to present an official medical certificate. The second phase evaluates technical competencies through a 70-question multiple-choice questionnaire covering a syllabus that includes the Spanish Constitution, the State Ports Law, the Port Service and Police Regulation, equality regulations, and occupational risk prevention. The third phase measures the generic competencies of the candidates through a test of hypothetical work situations, assessing skills such as communication, negotiation, and teamwork.

The announcement also includes the hiring of two Heads of Service for Port Police, positions categorized in Group GII, Level N8, which will be covered through a competition-opposition process. These middle managers will be responsible for coordinating and organizing the Port Police service in their assigned shift or geographical area, including job distribution, supervising compliance with internal regulations, preparing reports and studies, and managing human and material resources under their charge. The academic requirement for these positions is a higher vocational training degree. The competition phase will assess prior professional experience, with special consideration for that acquired in port administrations, as well as complementary training, including knowledge of languages like English or French. The opposition phase includes a questionnaire of 80 technical questions and a test of generic competencies in which leadership and resource management skills will be evaluated.

Along with positions linked to port security, the Port Authority has included in the call a position for Support Service Manager, assigned to Group GIII, Level N7, and one for General Secretary Manager, categorized in Group GII, Level N8. The support service position, for which the ESO title is required, is designed as a versatile profile encompassing building maintenance functions, driving the entity's vehicles, visitor assistance, and cross-logistical support to the various departments of the organization. The position of General Secretary Manager, which requires a minimum qualification of a diploma, has a more specialized nature and includes functions related to legal defense of the organization before courts, coordination of sanctioning, contracting, and insurance files, as well as legal-administrative support to the governing bodies of the port. The syllabus for its selection process encompasses specific topics such as public sector contracts legislation, commercial law, and contentious-administrative jurisdiction.

All the announced positions are governed by the III Collective Agreement of State Ports, and the bases guarantee the principle of equal treatment between men and women in access to public employment, in accordance with the Spanish Constitution, the Basic Statute of Public Employees, the Organic Law for Effective Equality of Women and Men, and the III Gender Equality Plan in the General State Administration. The announcements also provide for the reservation of positions for persons with disabilities, as long as it is compatible with the functions of the position.

Candidates will have a period of 20 business days from the day following the publication of the announcement in the Official State Bulletin to submit their applications, which must be processed exclusively electronically through the headquarters of the Port Authority (www.portofceuta.com) using a digital certificate. The required documentation includes the official application model, the curriculum vitae, the work life report, and the authentic copies of the required qualifications. The bases warn that the merits claimed for the competition phase must be duly accredited in the initial application, as those not included in the documentation presented on time will not be valued.

For each selection process, a qualifying tribunal composed of professionals from the port sector has been designated, with respect for the principle of gender parity in its composition. The maximum duration of the processes may not exceed nine months, and the initial tests of the opposition phase are expected around the month of June.
