The Chamber of Commerce of the Campo de Gibraltar will host this Wednesday, March 25, starting at 10:30 a.m., a working day organized by the Territorial Delegation of Industry of the Junta of Andalucía to present the new Law of Productive Spaces of Andalucía (LEPA) and the calls related to the Integrated Incentives for Competitiveness and Energy in Andalucía (INCEA). The session will be held at the headquarters of the chamber entity, in Paseo de la Cornisa, s/n, Algeciras.

The call has been communicated by the City Council of Algeciras to companies and entities in the area, as part of a meeting aimed at explaining the new regulatory framework for Andalusian industrial spaces and the funding opportunities associated with this regulation. The presentation will be led by the Deputy Minister of Industry, Energy, and Mines, Cristóbal Sánchez Morales.

The day is framed in the application of Law 4/2025, of December 15, on Productive Spaces of Andalucía, a regulation with which the autonomous administration orders the design and transformation of the industrial parks of the community. According to the information distributed by the Junta, the text establishes the bases for adapting these enclaves to new criteria of competitiveness, sustainability, and energy efficiency, while opening the door to different calls for incentives.

The meeting will also serve to detail the INCEA program, conceived as a support tool for investments and actions related to business competitiveness and the efficient use of energy in the Andalusian industry. These aids are supported by the Andalucía FEDER 2021-2027 Program, the main planning instrument for the actions that the Junta will finance with funds from the European Regional Development Fund.

Within this European framework, the industry is linked to several of the autonomous objectives related to energy transition, sustainability of productive activity, and improvement of the conditions of business spaces. The Ministry of Industry, Energy, and Mines channels these aids through two major lines of action. The first focuses on the competitive development of industrial value chains, sustainable mining, and productive spaces, and will be managed by the General Secretariat of Industry. The second is aimed at the efficient use of energy in those same areas and will be managed by the Andalusian Energy Agency.

The incentives are distributed into four common programs for both lines. The first is dedicated to renewable hydrogen and includes actions to adapt industries to the use of this energy vector, investments aimed at the manufacture of equipment and services related to hydrogen, projects for renewable hydrogen production, utilization of renewable energies for that production, and implementation of refueling infrastructures for vehicles powered by this technology.

The second program is oriented towards productive spaces. This section includes investments aimed at improving the competitiveness of these areas, enabling collaboration spaces between companies, and developing actions linked to sustainability. It also includes measures to increase energy efficiency in buildings or facilities of local entities, incorporate renewable energies in those properties, introduce smart grids, and new energy business models within the productive spaces, as well as energy storage solutions and charging infrastructures for electric vehicles.

The third block focuses on industrial value chains. Among the planned actions are productive investments for new establishments, capacity expansions, diversification, and industrial transformation. In addition, projects related to new processes or products and a more effective use of resources are included, as well as the hiring of consulting services aimed at improving capabilities and specialization. In terms of energy, the program includes efficiency improvements in buildings, processes, and industrial facilities, incorporation of renewable energies, and application of near-market renewable technologies.

The fourth program addresses sustainable mining. In this case, the incentives are directed towards new investments, expansions, diversification, or transformation of industries in the mining value chain and its auxiliary sector. Supports for projects of new processes or products, actions linked to the utilization of resources, consulting services to improve business capabilities, and measures aimed at energy efficiency and integration of renewable energies in mining processes and facilities are also contemplated.

In the communication sent by the Junta de Andalucía, it is indicated that the relationship between industry, mining, and energy has been one of the elements that sustain this program of integrated incentives. The autonomous administration proposes that a coordinated management of these three areas allows for a more efficient use of public resources and a better orientation of investments towards sectors considered strategic for the Andalusian economy.

The exposition of motives of the law, according to the documentation distributed in connection with the day, links the physical environment where industrial activity takes place with variables such as employment and economic growth. Based on this premise, the Andalusian Government, together with economic and social agents of the community, has incorporated this regulation into its industrial agenda as an instrument to organize and modernize productive spaces.
