The Port Authority of Ceuta has tendered the contract for the installation of a high-security enclosure in the vehicle pre-boarding area of the port. The action, recorded in file 13/2026, includes the replacement of the existing fencing, made up of metal tubes and steel sheets, with a new system of welded mesh panels that will improve protection levels and the image of the port facilities, while ensuring the preservation of ferry traffic.
The base budget for the tender amounts to 328,863.85 euros (with 10% IPSI included), with an estimated contract value of 298,967.14 euros. The planned execution period is five months from the communication of the start of the works.
The Port Authority of Ceuta has a series of enclosed restricted access areas that require constant monitoring. The migratory pressure of people coming from third countries intending to access the port as stowaways on ships led to the first security reinforcement actions being taken in 2019, which consisted of covering the existing tube fencing with three-meter-high metal sheets topped with barbed wire. Continuing with these measures, the new intervention plans to replace the current enclosure with a high-security fencing system.
According to the technical specifications of the contract, the new enclosure will be formed by Securifor 4D welded mesh panels from Betafence or similar, designed for saline environments typical of port facilities. The panels, with a grid of 12.7 by 76.2 millimeters and 4 millimeters in diameter wires, are designed under criteria of maximum resistance against intrusion, sabotage, and scalability. The dimensions of the mesh prevent the introduction of fingers or handheld tools and eliminate support points for scaling.
The action covers two differentiated areas. In the vehicle pre-boarding area, where the current enclosure extends over 278.66 linear meters, the removal of barbed wire, rotating spikes, and metal sheets will be carried out, as well as cutting the tube fencing and partially demolishing the wall for the execution of reinforced concrete footings. In the heel area, at the end of gallery number 4, a double metal fence of 26 meters will be dismantled. In both cases, the new panels will be installed on rectangular posts of hot-dip galvanized steel with double plastic coating, embedded in the existing concrete walls.
The specifications state that all metal elements will have extreme warranty anti-corrosion treatment and that the screws will be stainless steel and tamper-proof. The contract also includes the installation of a manual sliding door six meters long and three meters high at the entrance of the pre-boarding area for emergency vehicles.
One of the special conditions of the specifications is that at the end of each workday, it is prohibited to leave any type of opening or gap through which intrusion problems could occur. If it is not possible to replace the disassembled sections on the same day, it will be necessary to install a provisional fence that prevents unauthorized access.
